On the afternoon of April 18, Guangdong provincial government held the ‘Internet + government services’ reform facilitated videophone conference of Guangdong Province to deploy the provincial standardized work of administrative approval and the reform of “one-door, one-net” governmental service mode and to start the big database construction of Guangdong provincial administrative services. On the conference, Governor Zhu Xiaodan gave a speech; the standing committee member of Provincial Party Committee & Executive Vice Governor Xu Shaohua made a related report; Vice Governor Yuan Baocheng acted as the chairman.

　　The “Internet + administrative service” reform is to establish a connected and efficient unified government service platform that provides a kind of one-stop all-day zero-distance online administrative service for enterprises and the masses by applying information technologies such as Internet, cloud computing, and big data. Since the State Council approved the trial deepened reform of administrative approval system in 2012, Guangdong Province has carried out plenty of practices and explorations. A few days ago, the provincial government issued Notice on Seizing the Standardization of Administrative Approval and Plan for Implementing the One-Door One-Net Government Service Mode Reform in the Whole Province to deploy related jobs.

　　Zhu Xiaodan said that to implement the “Internet + administrative service” reform was an important action of accelerate the government function transforming and service-oriented government construction, an urgent need for complying with the information technology trend and propelling the modernization of governmental governance, and an important channel to expand and complete the governmental system connecting and serving the masses, for the convenience of entrepreneurship. All places and departments of Guangdong Province were required to study the central spirit and to promote the significance of “Internet + administrative service”. They should summarize the good experience and practices of Guangzhou and Foshan carefully and be more determined and make more efforts to implement the “Internet + administrative service” reform, so as to support the sustainable development of provincial economic society.

　　Zhu Xiaodan emphasized that all places and departments should seize the key problem the reform of “one-door, one-net” governmental service mode step by step. They should try to achieve one-door, one-net affairs handling and keep both entry and exit of government service in control, by integrating the service windows and approval service systems of different departments into an integrated service window and a unified online service platform based on the entity business hall and online business hall. All places and departments should gather service items at “one door” and build an integrated service window, so as to popularize the general mode “one door at the primary level” for natural persons and explore into the “one-door” reform for legal persons, for the purpose of “all affairs solved inside the same door”; they should accelerate the standardization and standard preparing of administrative approval, simplify and optimize its procedures, and booster its online application; they should put the emphasis on building the government service big database and seizing the top-level design and overall planning, resources integration and data application, standard modules and interconnection and interworking. Besides, these places and departments should also keep propelling the reform of government service mode sticking to the direction and principle “convenience, sharing, transparency, safety”, so as to keep the government service mode up with the times and improve the masses’ real-time experience of high-quality efficient administrative services. They should be brave enough to make innovations and use “Internet + administrative service” reform for encouraging innovation and entrepreneurship, strengthening market supervision, improving the government efficiency, promoting the smart management, deepening the government function transformation, and improving faster the governmental service and management levels.

　　Zhu Xiaodan also emphasized that the “Internet + administrative service” reform is a long-term systematic project which requires stronger leadership, capital supporting, stronger supervision, stronger competency, and elaborate implementation.
